Council Meeting

Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk, Bill Lupien, Superintendent of Engineering Services, Frank DeOrio, Director of Municipal Utilities

Roll Call – Mayor Lattimore, Councilors McNabb, Jacobs, Dempsey and Hunter; present.

All stood for the Pledge of Allegiance to the Flag.  

Mayor Lattimore asked for a moment of silence.

Presentations and Proclamations –
Mayor Lattimore introduced Marie Montgomery, Energy Services Director at Cayuga/Seneca Action Agency.  She gave a brief presentation on C/SCAA’s Weatherization Program.

Mayor Lattimore introduced Elizabeth Rosenkrans.  She spoke to Council about the Power for Jobs initiative.  She updated Council on her efforts.  

Councilor Hunter asked if he could take a few minutes to present suggestions to solve the concerns about school children crossing at the corner of Pulaski and State St.  He recommended painting a crosswalk and using extra signs for traffic.  Chief Giannotta and Council discussed and agreed to do it.

Work Session
        Taxi Cab Ordinance – John Salomone, City Manager introduced Bob Bergan, Attorney representing Chandrika Y. Patel, owner of the local taxi company, DeLuxe  Cab/Any Taxi.  Mr. Bergan presented various facts about the financial situation of the business, it’s benefits to the community, and various facts about the service.  He asked that Council consider allowing Mrs. Patel a $1.00 increase in the rate she may charge.

Elizabeth Rosenkrans spoke on behalf of Mrs. Patel to urge Council to allow for the increase. She commented on the expense of running this business compared to the income.  She explained that without the increase she did not see how Mrs. Patel could stay in business.  

Michele Chilsom, Oakcreek Town homes, spoke to Council about problems she has had with taxi service and drivers.

Jim Almond, 19 Cross St., a taxi driver, spoke about the fare in Auburn of $4.00 and compared it to the fare charged in Ithaca, $5.15 and Oswego, $5.50.  

Council discussed various issues relating to taxi fares and safety.  They asked staff to bring back an ordinance that would address the issues identified and to increase the fare.

Public to be Heard –
MaryLou Picciano, 32 Cayuga St. spoke to Council about Police issues.

Michele Chilsom, Oakcreek Town Homes, spoke about taxicab service.  She pointed out there are good drivers.

Other Business –
Sewer-Water Repair/Replacement Program Resolution #151 of 2005 authorizing the financing for the repair/replacement of a sewer line on the Sewer-Water Repair/Replacement Program. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey – aye. PASSED.

Change Order Resolution #152 of 2005 authorizing the Mayor to enter into Change Order #10 with F. Rizzo Construction, Inc., for the Genesee Street Reconstruction Project.    VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey – aye. PASSED.

Agreement Resolution #153 of 2005 authorizing the Mayor to enter into an Agreement with Barton & Loguidice, P.C. for services associated with the preparation and submission of a permit application for the City of Auburn Landfill.  Mayor Lattimore motioned to table the resolution.  There was no second.  Council discussed the agreement.  VOTE: Mayor Lattimore, no; Councilors Jacobs, McNabb, Hunter, Dempsey – aye. PASSED.
Councilor Jacobs asked if the streetlights that are out on the Loop Road could be fixed.  He also submitted a list of web sites that deal with dangerous dog ordinances.
Councilor Dempsey asked about the new curb and the turn from the Loop Road onto Genesee St. near Wegmans.  The City Manager and Bill Lupien responded.
